Fostering is giving a dog a temporary place to stay while they wait for their furever home to come along.  This doesn't mean you can't adopt the dog you are fostering, just that your intention is to send the dog to its perfect home when it comes along.  

Fostering to adopt is taking a dog into your home for a two week period to make sure they are a match for your family.  Foster to adopt is usually utilized when a dog is being transported directly from a partner organization or a dog that has been in boarding.
